Why did republicans turn budget surpluses into massive deficits?

You obviously don't know about the budget and projections. There never was a "surplus". That was all based on projections. By the way, Clinton didn't balance the budget, the Republican Congress did. Bush inherited a recession from Clinton then on 9-11 our economic system was attacked. Obviously therw ould be an increase in spendig after that. Geez.
